High Wind Watch

Let’s look a little deeper at a high wind watch. What does that mean??? According to the NWS: Wind gusts in excess of 50 mph.
I don’t really know what the point of that is. Not to mention that even if they are right, why issue a watch? Should you just issue an advisory or a warning or such? What is there to watch? Also, wind speeds are very difficult to forecast, and one of the most over-forecasted events.
This time of year, what is there to tie down outside?
